I am a US citizen. Here’s my experience voting in 2008 US elections by absentee ballot. I tried out the free FedEx shipping for absentee ballots this morning. The FedEx program is called “Express your Vote”. I went to the FedEx office on the main floor of the Gaisano City mall in La Paz, Iloilo City, across the river from the Atrium. The office is at the end of the mall away from the river. There are also FedEx offices at the Mary Mart Shopping Center and another on Rizal in Lapuz, also in Iloilo City.
Previously I had used the terrific https://www.overseasvotefoundation.org/ website to register to vote. Florida sent me my ballot by e-mail. I printed it out along with a voting instruction sheet. Then I went back the the Overseas Vote Foundation website and clicked on the FedEx link. After logging in, I was prompted to print out my FedEx waybill complete with bar code. There was at least one glitch. Because I gave my city as “Molo, Iloilo City” it failed to print the city or the postal code on the FedEx waybill. I had to go back and create a whole new profile and print a new waybill with a new number. I suggest just putting Molo, or Villa, or Jaro in the street line — for example “San Juan St., Molo”. I did so and printed out a new waybill. It was perfect.
The woman managing the Gaisano City FedEx office had never heard of the FedEx shipping program for absentee ballots, but she was very pleasant and competent. She called her supervisor and was told to accept my shipments.
If you’re a husband and wife you’ll need to have two separate Overseas Vote Foundation accounts and make two FedEx shipments. Florida anyway, does not allow two ballots to be sent in the same envelope.
